That is absoluelty not true. In PA all deputies are Act 120 certified and that means they have full police powers. You are correct however, that only the PSP is authorized electronic speed timing devices which means radar, but municipal police and deputies can use ESP,VASCAR, stopwatch and other non-elecronic methods.
